With regards to the cupcakes. This website has some awesome decorating ideas for Halloween and everything else in between. http://cupcakestakethecake.blogspot.com/
When I decorate cupcakes I usually use a pastry bag with a tip on it. But it you don't have a pastry bag, you can use a ziploc bag and cut one of the corners off to pipe. The size of the piping depends on how big/small you cut the corner. Does that make sense?
